Role Purpose
The Senior Business Change Manager plays a pivotal role in the success of strategic change: designing, leading and delivering change interventions for large projects, or across a complex portfolio of smaller projects. This includes providing visible leadership across the change portfolio, modelling best practice in business change, ensuring alignment with strategic direction, maintaining consistency of approach and supporting effective prioritisation, sequencing and governance of change activity.
The role is to ensure successful adoption of strategic change initiatives across Ofgem by working closely with programme teams, directorates and stakeholders. The role focuses on embedding new ways of working, managing impacts and supporting benefits realisation. Acting as the bridge between programme delivery and business operations, the postholder drives engagement, readiness and capability building to enable sustainable change.
The postholder will work with senior leaders, programme teams and delivery partners to maintain a clear view of the change portfolio, identify interdependencies, manage competing priorities and ensure leaders have the insight needed to make timely, evidence-based decisions.

- Essential Criteria
- Experience delivering business change in large-scale programmes. (Lead criteria 1)
- Experience of managing a portfolio of business change activity, including prioritisation, sequencing, dependency management, risk management, and reporting to senior governance forums. (Lead criteria 2)
- Strong planning and organisational skills.
- Demonstrable leadership experience, including setting direction, motivating teams, influencing senior stakeholders and enabling delivery through others in a complex organisational environment.
- Excellent communication and stakeholder management capabilities.
- Ability to produce high-quality reports and engagement materials.
- Understanding of benefits realisation, and change adoption principles.
- Desirable Criteria
- Experience in public sector or regulated environments.

Key Responsibilities
Portfolio Management & Leadership
- Maintain oversight of the change portfolio, providing a consolidated view of activity, priorities, sequencing, risks, interdependencies and resource implications.
- Work with senior leaders and delivery teams to support portfolio-level decision-making, helping to prioritise change activity and ensure effort is focused on the highest-value outcomes.
- Provide visible, inclusive and effective leadership across multidisciplinary teams, creating clarity of purpose, building capability and enabling colleagues to perform at their best.
- Collaborate closely with Project Managers to ensure business change activity directly supports delivery of the benefits and outcomes set out in the business case.
- Develop and communicate a clear vision for change, setting consistent standards and championing best practice change management tools, processes and behaviours across projects and programmes.
Change Planning & Adoption
- Develop, maintain and deliver robust change plans aligned to programme objectives, milestones and delivery timelines.
- Work closely with programme and project managers to integrate change activity into overall delivery plans.
- Provide business change input into business cases, ensuring the scale of change, stakeholder impacts, readiness activity, adoption approach and benefits realisation requirements are accurately reflected.
Stakeholder Engagement & Communications
- Build and sustain strong networks across the organisation and with key external partners where required.
- Coordinate and deliver communications, engagement and training activities that support effective adoption and behavioural change.
Readiness & Impact Management
- Assess change readiness across impacted areas, providing insight on adoption risk and recommending targeted mitigation actions.
- Facilitate workshops, engagement sessions and capability-building activities to address concerns and prepare teams for change.
Governance, Reporting & Standards
- Provide clear, timely reporting on change readiness, adoption progress, risks, issues and stakeholder feedback.
- Champion best - practice change management standards, tools and methodologies across programmes.
- Develop and ensure adherence to Ofgem’s change management
framework and standards.
Continuous Improvement
- Capture lessons learned from change delivery, and embed improvements into standards, tools and ways of working.
- Actively contribute to the development of a strong, connected, and effective change management community.
Qualifications
Must have an accreditation in change management? (e.g. PROSCI, APMG Change Management) If so, please state.
