Job summary

As a Senior Quantity Surveyor within DIO Regional Delivery Scotland & Northern Ireland, you will provide commercial and cost management expertise across a diverse portfolio of infrastructure projects supporting Defence capability. You will influence investment decisions, assure value for money and work alongside military, civil service and industry partners to deliver critical estate outputs.

This post is 37 hours per week. The Ministry of Defence supports flexible working where business needs allow however due to the volume, complexity and nature of the work, the role is not suitable for reduced hours or job share arrangements.

  • BSc Quantity Surveying or equivalent, or BTEC/ SQAHNVQ or SCOTVEC HNC/ HND in relevant construction field with substantial relevant experience in a construction.
  • Driving License as need to visit multiple sites sometimes including an overnight stay not all are accessible by public transport.
  • Desirable Experience & Skills:
  • Experience in compliance management across a large portfolio or/and complex organisation.
  • Experience of working in a property management (or similar) organisation including experience of managing one of the follow-ing: fire, legionella, gas, asbestos, electrical, fuels.
  • Understanding and complying with estate and property related legislative, statutory, regulatory and professional requirements.
  • Relevant experience of working in highly collaborative environments and/or matrix managed organisations.

Job description

This is a high-profile and rewarding role that offers the opportunity to make a meaningful contribution to the delivery of Billable Works across an expanding portfolio of projects. The role directly supports our customers by enabling them to live, work, train and deploy effectively, while also contributing to the achievement of wider Government sustainability objectives.

You will work collaboratively with industry partners to deliver value-for-money infrastructure solutions for our customers across the UK Armed Forces. Success in this role requires the ability to build and maintain effective working relationships with a diverse range of stakeholders, ensuring pragmatic, customer-focused outcomes that maximise the value of the estate and infrastructure services provided.

Key Responsibilities

  • Adhere to and support agreed DIO processes and operating procedures, ensuring the delivery of high-quality, value-for-money solutions and positive customer outcomes.
  • Provide assurance of service delivery to support statutory compliance across the MOD estate.
  • Act as a key point of customer engagement, providing feedback on supplier performance under the Future Defence Infrastructure Services (FDIS) contracts and supporting issue resolution.
  • Lead cost assurance activities for infrastructure projects ranging from minor works through to major capital investment programmes.
  • Provide expert advice to senior leaders on cost planning, procurement strategy and commercial risk.
  • Develop cost models to support ad hoc projects and programmes.
  • Conduct tender evaluation reviews to support procurement and delivery decisions.
  • Exercise delegated commercial authority to commit approved works to delivery.
  • Support the development and delivery of TLB-funded Command Infrastructure Delivery Plans.
  • Travel throughout the region as required to support the effective delivery of outputs and customer requirements.

Qualifications

BSc Quantity Surveying or equivalent relevant construction field with substantial relevant experience in a construction environment.
