Job summary

As part of the Government’s response to the Grenfell Tower tragedy, the Building Safety Regulator (BSR) was established under the Building Safety Act 2022 (BSA). There is considerable work still to do to develop and embed this fledgling regime and much work yet to come in the response to the Grenfell inquiry reports. This requires BSR to secure lasting and positive changes in industry leadership, competence and culture, work with stakeholders to overcome challenges and seize the opportunities that arise from policy that is driven from the very highest levels of Government.

The BSR is a key part of the Government’s reforms of building regulation and fire safety following the Grenfell Tower tragedy. The BSR are responsible for delivering the new, more stringent regulatory regime for higher-risk buildings (HRBs) in England; overseeing the safety and performance of the wider built environment, overseeing the building control profession; setting technical standards and providing technical advice to industry and Government; and helping to improve the competence of professions and trades working on buildings.

We are seeking ambitious candidates to join us as Regulators within BSR. These roles will be critical within BSR and play an important role to secure progress against the BSR’s wider delivery priorities.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

What they’re looking for

  • Essential Skills & Criteria
  • A working knowledge of the Police and Criminal Evidence Act 1984 (PACE) and the Criminal Procedures and Investigations Act 1996 (CPIA) (Lead Criterion)
  • Experience of carrying our regulatory, compliance or criminal investigations, with a robust understanding of evidential requirements and criminal justice processes. Knowledge of the principles of good regulation would be beneficial, though not essential.
  • Robust communication skills, including experience of drafting concise and accurate reports.
  • Experience in and good understanding of risk, including information and operational security.
  • Proven ability to interpret and condense large amounts of complex information and technical data into a meaningful format.
  • Experience of interacting and collaborating with a wide range of stakeholders, preferably in public facing services.
  • Travel
  • You will be expected to attend a quarterly Divisional meeting with BSR colleagues and overnight stays will be required.
  • Hybrid working
  • At BSR, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
  • There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.

Job description

The Building Safety Regulator (BSR) became an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) on 1st June 2026.

The BSR is a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees are Public Servants, rather than Civil Servants.

All employees will have access to:

  • The Civil Service Pension Scheme.

  • The entitlement to compensation being calculated in line with the Civil Service Compensation Scheme.

Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. However, if they later move to another Civil Service department, continuity of service may not automatically be recognised by the receiving department. This would be subject to that department’s own policies and arrangements.

As a Regulator you will work as part of a team that undertake proportionate investigations and enforcement into potential breaches of the Building Safety Act 2022 and other relevant legislation.

Key responsibilities

  • Identify, gather and sift evidence. Record, retain and review material to comply with disclosure responsibilities under the Criminal Procedures and Investigations Act 1996 (CPIA).
  • Develop and implement strategies for interviewing victims, witnesses and suspects (under caution) in line with the principles of achieving best evidence and the Police and Criminal Evidence Act 1984.
  • Take appropriate and proportionate enforcement action in line with BSR policies Critically analyse complex information to make accountable and well-reasoned decisions or recommendations, across regulation and investigation.
  • Prepare and submit files to decision-makers, including to prosecutors for charging decisions or tribunal hearings, attending court to give evidence and supporting prosecutors.
  • Effectively manage own case work and develop appropriate strategies aligned to investigative and regulatory objectives.
  • Provide victims and witnesses with support throughout the investigation process ensuring they are kept up to date, and any identified risks are effectively managed.
  • Build and maintain strong relationships with internal and stakeholders and problem solve through negotiation and communication.

Sift Information

The sift is expected to take place during week commencing 19th October 2026 when you will be assessed on your Personal Statement.

In the event of a high number of applications, an initial sift will take place when we will assess on the lead criterion of essential skills 'A working knowledge of the Police and Criminal Evidence Act 1984 (PACE) and the Criminal Procedures and Investigations Act 1996 (CPIA).

If you meet the benchmark for the lead criterion element, you will be progressed to a full sift of your Personal Statement.

Interview Information

Interviews are expected to take place during week commencing 26th October 2026 when you will be assessed against the behaviours detailed within the job advert.
