Job summary

The energy sector is changing rapidly, and Ofgem needs to evolve with it. We’re looking for a Deputy Director of Future Organisation and Operating Model to help define what Ofgem needs to become and ensure we’re ready for the challenges ahead.

Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers – especially vulnerable people.

This is a permanent, full-time opportunity to shape the future of a nationally significant regulator at a pivotal moment for the energy sector. You’ll have the scope to influence Ofgem at an organisation-wide level, helping determine the structures, culture, capabilities and ways of working that will enable us to remain effective, trusted and ready for the future.

Working closely with our Chief Executive, Executive Committee and Board, you’ll have direct access to the people shaping Ofgem’s long-term direction and the opportunity to influence some of our most important strategic decisions. This is a role with genuine reach, giving you the platform to challenge thinking, bring fresh ideas to the table and leave a lasting legacy on how Ofgem operates.

You’ll be joining a brand-new team with the opportunity to help define it from the ground up. From shaping its culture and ways of working to establishing how it collaborates and creates impact across Ofgem, you’ll have the chance to build a team and a working environment that reflects your experience, ideas and leadership.

We’re looking for either an established Deputy Director, aspiring SCS leader or equivalent senior professional with experience shaping strategy and leading complex organisational change. You’ll have a track record of developing and implementing organisational strategies, operating models, organisational design or transformation programmes, alongside the ability to turn complex evidence and strategic priorities into practical plans. The ability to influence senior stakeholders and experience leading multidisciplinary teams will also be essential.

  • A track record of developing and implementing organisational strategies, operating models, organisational design activity or complex transformation programmes that deliver clear organisational outcomes. (Lead criteria)
  • Experience operating at a senior level in complex organisations, providing evidence-based advice and constructive challenge to senior leaders on organisational strategy, business priorities or transformation.
  • The ability to bring together complex evidence, identify practical solutions and translate strategic priorities into deliverable plans with clear outcomes, milestones, governance and measures of success.
  • Experience building collaborative relationships across organisational boundaries and communicating complex issues clearly and persuasively to influence senior stakeholders and support effective decision making.
  • Experience leading and developing multidisciplinary teams in complex or changing environments, creating inclusive conditions in which people have clear expectations, are supported to contribute and can develop their capability.

Job description

Ofgem is operating in an increasingly complex environment shaped by the energy transition, technological change, evolving consumer expectations, and changing expectations of regulators.

You will lead Ofgem's thinking about its future as an organisation and regulator. You will provide strategic leadership across organisational design, operating model development, culture, ways of working and organisational development. You will help to ensure that, Ofgem has the structures, governance, capabilities and operating model needed to respond to future challenges.

Working closely with the Chief Executive, Executive Committee and Board, you will develop a long-term view of how Ofgem needs to evolve to remain effective, trusted and to deliver its responsibilities. You will draw together insights from across the energy system, government, other regulators and relevant organisations to shape a coherent vision for Ofgem's future.

You will lead a multidisciplinary team covering future organisation design, operating model development, culture, ways of working, and strategic organisational development. You will ensure that future organisational priorities are translated into practical and sustainable change.

This is a senior leadership role working across strategy, organisational development, regulation and institutional reform.

Key Accountabilities

As a member of Ofgem’s Senior Civil Service (SCS), you will provide strategic leadership, lead multi-disciplinary teams and support organisational change across Ofgem. You will be accountable for:

  • Developing a coherent and evidence-based view of its future role, organisational requirements and strategic capabilities.
  • Ensuring that Ofgem's structures, governance, capabilities and ways of working support delivery of strategic objectives and regulatory outcomes.
  • Shaping the future operating model, organisational environment and ways of working needed to support future performance, adaptability, innovation inclusion and effective delivery.
  • Identifying and developing the organisational capabilities, skills and expertise needed to respond to future challenges and opportunities.
  • Sponsoring strategic organisational interventions that enable Ofgem to respond effectively to changing external demands.
  • Providing evidence – based strategic advice and constructive challenge to Executive Committee and Board, while contributing to Ofgem’s wider leadership.

Key Responsibilities

  • Lead the development of Ofgem's future organisation agenda and priorities.
  • Advise Executive Committee and Board on organisational implications arising from changes to the energy system, government priorities and regulatory reform.
  • Commission and oversee strategic analysis relating to organisational effectiveness, capability and future organisational requirements.
  • Sponsor organisation-wide initiatives focused on organisational development, operating model evolution, culture and future organisational readiness.
  • Build collaborative relationships with senior leaders across Ofgem to align organisational priorities and support shared ownership of change.
  • Connect organisational design, operating model development, culture, ways of working, workforce planning and strategic planning activities.
  • Engage with government departments, regulators, external organisations and specialist networks to bring a range of perspectives into Ofgem’s organisational thinking.
  • Ensure effective governance, prioritisation and oversight of the future organisation portfolio.
  • Lead and develop a multidisciplinary team, creating an inclusive environment with clear expectations, support and opportunities to contribute.
  • Contributes to wider corporate leadership across Ofgem.
