Business Analyst (5069)

Social Security Scotland currently has an exciting opportunity for a Business Analyst to join our Engineering and Cloud Service branch within our Digital, Delivery & Change division.

The Digital, Delivery & Change division delivers the infrastructure, capability and digital solutions that support Social Security Scotland's services. In this role, you will work in a highly technical environment, acting as the bridge between business and technical stakeholders and cloud engineering teams to ensure infrastructure and integration solutions meet organisational needs.

You will establish, manage and optimise the requirements that drive cloud infrastructure and integration delivery across AWS platforms and Integration Platform as a Service (IPaaS) technologies such as Boomi. This is an excellent opportunity for someone with existing technical awareness who is keen to further develop their knowledge of cloud and integration technologies while contributing to the delivery of critical public services.

The Engineering and Cloud Service branch provides the cloud platforms, infrastructure and integration services that underpin Social Security Scotland's digital estate. Working within an agile environment, you will contribute to the development, maintenance and continuous improvement of services, following established Business Analysis standards and processes.

Supported by Senior Business Analysts, you will develop your analytical and technical capabilities while working closely with engineers, architects and stakeholders across the organisation. You'll also contribute to the wider Business Analysis community, applying Scrum delivery practices and using tools such as Jira and Confluence to help deliver high-quality outcomes.

As a Business Analyst, you will help teams understand business problems and opportunities through research, analysis and stakeholder engagement, considering people, processes, data, technology and organisational needs. You will identify and evaluate improvement options, define requirements, support service design and delivery, and use evidence-based insights to inform prioritisation and decision-making. You will ensure solutions meet user and business needs, align with organisational objectives, and account for relevant business and policy constraints.

At this level, you will lead small to medium-sized projects and support larger, more complex initiatives. You will manage stakeholder relationships, work independently, apply your understanding of the business area, and contribute to the Business Analysis community through knowledge sharing, mentoring and promoting best practice.

Responsibilities

• Develop an understanding of the organisation's cloud infrastructure and integration services to support effective business and technical analysis across live services and change initiatives.
• Collaborate with multidisciplinary teams to produce and maintain analysis outputs, including requirements, technical specifications, user stories, options appraisals and benefits analysis.
• Build and maintain strong stakeholder relationships, working with customers, project teams and delivery partners to understand needs and support successful outcomes.
• Lead business and technical analysis activities for small to medium-sized initiatives and support larger, more complex programmes, including impact assessment and benefits realisation.
• Apply a range of analysis techniques to assess current and future states across people, processes, data, technology and organisational structures.
• Elicit, analyse, document and validate business, user and technical requirements to support service and technology delivery.
• Identify and evaluate opportunities to improve outcomes through the effective use of technology and business change.
• Support stakeholders through transformation and change programmes, helping to ensure solutions meet user, business and organisational needs.
• Work within multidisciplinary teams using Agile and other delivery approaches to design and deliver change.
• Champion user-centred design and advocate for the value of understanding and meeting user needs across government services.
• Contribute to the Government Digital and Data Business Analysis profession by sharing knowledge, promoting best practice and participating in community activities.
