Job summary

Ofgem is Great Britain’s independent energy regulator. Our primary responsibility is to protect energy consumers, especially the most vulnerable, while at the same time working with government, industry and consumer groups to deliver a clean, more affordable and secure net-zero energy system at the lowest cost to consumers and drive economic growth.

Ofgem has a culture of inclusion that encourages, supports and celebrates the diverse voices and experiences of our colleagues. It fuels our innovation and helps ensure we can best represent the consumers and the communities we serve. Everyone is welcome - as an inclusive workplace, our employees are comfortable bringing their authentic selves to work.

Role Purpose

Ofgem is considering how it needs to evolve as an organisation to respond to a changing energy system, wider changes across government and the regulatory environment, and the opportunities and challenges it is likely to face over the longer term.

The Future Organisation Design and Capability team leads the organisation-design and operating-model thinking that supports the development of Future Ofgem. We bring together evidence about how Ofgem operates today with exploration of the future, helping the organisation understand the capabilities, organisational arrangements and ways of working it may need to succeed over the longer term.

As a Senior Strategy Manager, you will play a key role in developing this work. You will lead defined pieces of strategic analysis, organisation-design and operating-model work, exploring how changes in Ofgem's strategic and operating context could affect how the organisation needs to work in future.

You will work on complex and emerging questions where there may not be an established answer. This could include identifying and testing assumptions about Ofgem's future operating context, exploring alternative futures, understanding relationships and dependencies across the organisation and wider system, and developing and testing operating-model hypotheses and options.

Working across Ofgem and with external partners, you will bring together evidence and different perspectives and translate them into practical insight about future capabilities, organisational choices and operating-model

What they’re looking for

  • Key Outputs and Deliverables
  • Depending on the stage and priorities of Future Ofgem, the postholder will contribute to and lead defined elements of:
  • Current-state and future-focused organisational analysis, bringing together evidence, stakeholder perspectives and relevant external research.
  • Strategic-shifts and central planning assumptions analysis, identifying implications for Ofgem's future organisation and operating context.
  • Future scenarios and operating-model analysis, developing and testing organisational hypotheses, design principles and options.
  • Analysis of future organisational capabilities and ways of working, including relevant governance, decision-making, boundaries, interfaces and dependencies.
  • Stakeholder engagement and collaborative design activity, including workshops and other approaches to developing and testing emerging thinking.
  • Clear papers, presentations, visual analysis and recommendations to support senior decision-making and the development of Future Ofgem.
  • Strategic analysis and problem solving (LEAD): Experience of structuring complex or ambiguous problems, bringing together evidence from different sources and developing clear insights, options or recommendations.
  • Understanding organisational implications: (LEAD) Experience of considering how changes in strategy, policy, context or requirements could affect how an organisation, programme or service operates, including its capabilities, processes, governance, structures or ways of working.
  • Systems and analytical thinking: Ability to see connections and dependencies across complex problems, look beyond individual issues or organisational boundaries and identify wider implications.
  • Working through uncertainty: Experience of developing work where the evidence, requirements or solution are not fully established, including testing assumptions and adapting an approach as understanding develops.
  • Stakeholder engagement and influencing: Experience of working across organisational or professional boundaries, bringing together different perspectives and using evidence and engagement to develop shared understanding and influence outcomes.
  • Communication: Excellent written and verbal communication skills, including the ability to synthesise complex information and communicate it clearly to senior audiences.
  • Delivery: Experience of independently leading substantial pieces of work, managing competing priorities and delivering high-quality outputs in a complex environment.

  • Lead defined pieces of organisation-design and operating-model analysis, exploring how Ofgem may need to evolve to deliver its strategic ambitions and respond to changes in its operating environment.
  • Bring together evidence about how Ofgem operates today and how its context may change in future, identifying implications for organisational capabilities, ways of working and operating-model choices.
