Job summary
This role will sit at the heart of the Building Safety Regulator (BSR), leading on the management of operational data and information generated across BSR in a clear, consistent and standardised format, ensuring its integrity and providing confidence in BSR’s ability to report and analyse accurate operational information.
The Operational Reporting and Analytics Lead will be responsible for overseeing the generation of reports in Power BI for all operational branches of BSR. Initially the focus will be on measuring and amending modelled assumptions against reality, these will then cover tracking, reporting, analysis and monitoring of; availability; utilisation; productivity; and target completion.
You will report directly to the Head of Operational Excellence and be instrumental in establishing the Operational performance reporting and management alongside BSR’s policy and operational leaders.
Your direct reports will consist of a team of approximately 7 FTE SEO’s, consisting of Data, MI & Reporting Analysts and Resource Modellers.
You will also be responsible for contributing towards the continuous improvement of operations across BSR.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

- Experience of leading and managing a team of data, MI, reporting and resource modelling experts.
- Extensive experience of leading the design and implementation of performance management and reporting frameworks in an operational environment.
- Experience of designing training and sharing knowledge on best practice in data analysis, resource forecasting and reporting in an operational environment.
- Experience of performance tracking against both assumptions and KPI’s in steady state.
- Flexibility in approach, comfortable working in an environment that is fast moving and subject to ongoing change.
- Robust decision-making skills with the ability to use own initiative.
- Experience using Power BI, Dynamics 365 and Microsoft SharePoint an advantage.

Job description
The Building Safety Regulator (BSR) became an Arm's Length Body (ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) on 1st June 2026.
The BSR is a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees are Public Servants, rather than Civil Servants.
All employees will have access to:

Existing Civil Servants transferring into BSR will have their continuity of Service recognised for the purposes of sick pay and annual leave entitlement. This would be subject to that department’s own policies and arrangements.
Key Responsibilities:
- Lead and manage a team of data, MI, reporting and resource modelling specialists, providing clear direction, developing capability and ensuring delivery of function objectives.
- Develop and maintain the Reporting and Analytics Framework, establishing robust processes, standards and tools to provide accurate, timely and actionable insight.
- Drive the performance and continuous improvement of the Reporting and Analytics function, ensuring outputs meet business needs and support effective operational decision-making.
- Engage with key internal and external stakeholders to agree reporting requirements, priorities, standards and schedules, ensuring reporting is aligned to strategic and operational needs.
- Lead strategic and operational BSR performance reporting and management, providing clear insight into performance, trends, risks and opportunities.
- Develop and implement a balanced scorecard approach to BSR Operations performance reporting, incorporating a range of indicators to provide a comprehensive view of operational health and effectiveness.
- Analyse performance issues and provide evidence-based recommendations, identifying root causes and supporting the development and implementation of appropriate mitigation and resolution actions.
- Lead reforecasting, scenario modelling and resource/cost analysis, assessing the impact of proposed changes to resourcing and the cost recovery model to support informed strategic and operational decisions.
