Job description

HMPPS Band 5

Things you need to know:

The Cyber Threat Team sits within the Risk and Capabilities Unit. We support His Majesty’s Prison and Probation Service (HMPPS) to understand and respond to digital offending and technology-related risks. Working with internal teams and partner organisations, the team helps strengthen cyber awareness, develop practical guidance and improve how people whose offending involves technology are managed.

As Projects, Policy and Insights Manager, you will use evidence, analysis and stakeholder engagement to support delivery, inform decisions and develop clear, practical guidance for colleagues across HMPPS.

The role focuses on three connected areas:

  • Insight and reporting

Managing and developing new reporting and insight capabilities, identifying trends and risks, and turning information into clear insights for decision-making and future planning.

  • Policy and guidance

Supporting policy and guidance that helps staff identify, assess and manage technology-related offending risks, using evidence and operational insight to ensure products are practical and proportionate.

  • Project delivery

Leading or supporting projects that improve practice across prisons, probation and partner organisations.

About you

You will need to understand, or quickly develop an understanding of, the criminal justice system and be able to explain the risks linked to the current cyber threat landscape and online criminality.

We are looking for a confident and curious self-starter with strong research skills, sound judgement and an interest in developing creative ways to communicate cyber and digital subject matter to operational teams. You will be security minded, comfortable working with others to solve problems, and able to turn complex information into clear, practical outputs for prisons, probation, approved premises and youth custody services.

About the Risk and Capabilities Unit:

The Risk and Capabilities Unit (RaCU) sits within the Directorate of Security and is comprised of three distinct pillars:

1) Operational Countermeasures (includes the Cyber Threat Team)

2) Personnel Security Countermeasures

3) Procedures, Practice and Capability.

RaCU is dedicated to identifying and prioritising security risk and providing and enhancing capabilities in prisons, probation and youth custody to counter them.

The term ‘Capabilities’ covers a wide spectrum of support and interventions. For example, our technological or physical advances to detect, prevent usage of, or disable illicit items; our formal training and skilling; our clear and constant learning communications; as well as our contemporary security procedures and practice improvement to enable staff to perform their duties consistently well.

These are all ‘Capabilities’ and give people the tools to achieve.

Our purpose is to identify and prioritise live and future risks, and in turn provide a range of creative and effective capabilities to support others to manage, mitigate or remove them.

Location:

We offer a hybrid working model, allowing for a balance between remote work and time spent in your base location.

Application Feedback:

Unfortunately, feedback cannot be provided for the application stage, any requests for feedback will not be actioned.

Security Clearance:

All Risk and Capabilities Unit employees must hold at least SC level security clearance. For SC clearance you must have the UK footprint of 5 years. More information can be found about the vetting and clearance levels before completing your application. These short videos address common concerns and preconceptions which applicants may have about national security vetting.
