Job summary

As Locations Programme Director, you will lead one of HMRC's largest and most strategically important transformation programmes, shaping the future of the department's national estate and ensuring HMRC has the right locations, infrastructure and workplace environments to support both current and future business needs. The programme sits at the heart of HMRC's ambition to provide modern, sustainable and digitally enabled workplaces that support collaboration, wellbeing, productivity and innovation.

The role operates in a high-profile and complex delivery environment, working across multiple customer groups, delivery partners and senior stakeholders. You will be accountable to the Senior Responsible Owner (SRO) and HMRC's Chief Project Delivery Officer for the successful delivery of programme outcomes within agreed time, cost and quality parameters, whilst maintaining confidence in delivery and ensuring organisational readiness for change.

This role will play a critical part in supporting HMRC's long-term estate strategy, Places for Growth commitments and wider government missions. You will provide visible leadership across HMRC and government, building strong partnerships and creating shared ownership of outcomes across organisational boundaries.

  • Essential Criteria:
  • Significant experience leading large-scale, complex transformation programmes in a high-profile environment, with accountability for delivery against agreed time, cost, quality and outcome measures.
  • A proven track record of providing strategic leadership across complex organisations, creating clear direction, driving delivery and leading teams through significant change.
  • Strong programme and governance leadership, including experience of managing risk, assurance, benefits realisation, financial oversight and organisational readiness at a senior level.
  • Exceptional stakeholder engagement and influencing skills, with the ability to build trusted relationships and collaborate effectively with senior leaders, government partners and external organisations.
  • APM Chartered Project Professional (ChPP) or equivalent, with Government Project Delivery Accreditation at Senior Practitioner level
  • Demonstrable senior experience in a property environment with a sound understanding of infrastructure delivery and the full property lifecycle
  • Desirable Criteria:
  • Major Projects Leadership Academy (MPLA) qualification, . Where MPLA is not held, a commitment to undergoing this upon appointment.
  • Property Qualification at level 6 or higher with a recognised property professional accreditation (CIOB, RICS or IWFM), ideally coupled with experience of delivering large-scale property transformation, construction and relocation programmes

Job description

  • Leading the successful delivery of the HMRC Locations Programme, ensuring delivery remains aligned to strategic objectives, approved business cases and agreed outcomes.
  • Driving the creation of modern, sustainable and digitally enabled workplaces that support over 65,000 colleagues and wider government organisations across HMRC-managed locations.
  • Providing leadership across programme governance, assurance, controls, benefits realisation, performance management and organisational readiness activities.
  • Managing programme resources, budgets and financial forecasting to ensure effective stewardship of public money and value for the taxpayer.
  • Developing trusted relationships with Directors, Director Generals, customer groups, delivery partners, suppliers, the Government Property Agency and other government departments.
  • Leading and developing high-performing multidisciplinary teams, with direct line management of senior delivery leaders and overall responsibility for approximately 32 FTE.
  • Providing accurate, timely and evidence-based advice to the SRO and senior governance boards on delivery confidence, affordability, risks, dependencies and strategic choices.
  • Representing HMRC at senior cross-government forums and contributing to the wider development of government property and programme delivery professions.
  • Acting as a visible member of the Estates & Locations Senior Leadership Team and contributing to wider departmental and cross-government priorities through enterprise leadership.
