Job summary

We are looking for a Lead Agile Delivery Manager with extensive hands-on experience of driving the delivery of large-scale digital products and services in complex, multi-team environments.

This is an exciting opportunity to join Data Enablement, a key part of DWP Digital's modernisation programme. You will work with teams at the forefront of data transformation and as such, this role requires an experienced, self-motivated, and confident Lead Agile Delivery Manager. You will be part of a senior leadership team, contributing to the strategic aims of DWP Digital and providing line management within your area.

Job description

As a Lead Agile Delivery Manager, you will:

  • Deliver strong agile leadership of complex, scaled programmes with multiple stakeholders. Define and assure clear outcomes, delivery and resource plans, ensuring teams are clear on what they need to do.
  • Be accountable for designing and orchestrating delivery, optimising workflows and implementing new processes and techniques needed to deliver successful outcomes at scale, driving innovation and proactively changing the status quo.
  • Be an experienced agile practitioner with in-depth knowledge and experience of agile and lean tools and techniques, with the ability to build capability in both delivery teams and partners via leadership, role modelling and coaching behaviours and techniques.
  • Lead delivery of complex areas of work involving multiple teams and senior stakeholders, including hybrid delivery environments, building momentum and managing multiple competing demands, finding the right balance between technical, user and security stakeholder needs.
  • Be able to build consensus across different services and products and to mediate between teams to achieve successful outcomes, adapting delivery approaches to meet the needs of teams balancing live service responsibilities alongside change and development activity.
  • Communicate with clarity to build influence and trust at all levels of the organisation, manage stakeholder expectations and facilitate discussions about high risk and complexity.
  • Optimise the delivery flow of teams, implement team structure changes and orchestrate efforts across teams to maintain and improve delivery momentum. Be able to manage the most complicated risks, issues and dependencies and act as an escalation point to unblock issues.
  • Champion the products and services developed by Enablement across DWP and its partners, maximising usage and uptake across the organisation.
  • Provide effective oversight of the use of third parties, ensuring value for money, strategic alignment with technical and business strategies and integration with Civil Service teams.
  • Role model the behaviours and culture we value in DWP, creating safe and supportive environments for all teams, encouraging them to experiment, deliver and thrive, and making failure a safe part of learning.

Selection process

Stage 1: Application

Your application will consist of four parts:

1. A Personal Details application form.

2. Employment history - this should contain your work experience and any skills, qualifications and accomplishments relevant to the jobs you have completed.

3. Personal statement - up to 1250 words. This statement should be used to provide examples of how you meet the essential criteria below:

  • Proven experience leading complex delivery portfolios or programmes, coordinating work across multiple teams, managing dependencies and ensuring successful delivery of strategic outcomes.
  • Exceptional stakeholder management and influencing skills, with experience building trusted relationships and constructively challenging senior leaders, sponsors, suppliers and delivery teams to achieve shared objectives.
  • Experience leading organisational change and transformation, driving continuous improvement, challenging established ways of working and enabling teams to operate effectively in complex or ambiguous environments.
  • Demonstrable experience establishing and improving delivery governance, standards and ways of working, ensuring effective risk management, transparency and consistent delivery performance across teams.
  • Experience building high-performing and inclusive delivery cultures, including coaching, mentoring and developing capability to support continuous learning and professional growth.
  • Experience managing commercial and supplier relationships, including governance, negotiations, performance management and the resolution of complex delivery issues and risks.

4. Technical statement (up to 250 words). The following statement is aligned to the required technical skill of Maintaining Delivery Momentum. This statement should be used to provide example(s) of how you meet the criterion below:

  • Create an effective delivery ecosystem, setting the delivery culture and methods across multiple teams and workstreams, driving a culture of continuous improvement. Direct and coach teams to ensure successful delivery of projects, products and services, aligned with organisational goals.

Ensure that all examples provided in your statements are taken directly from your own experience and that you describe the examples in your own words. The sift panel will use the information in your employment history, personal statement, and technical statement to assess your experience, skills and knowledge.

An initial sift will be conducted using the technical statement. Candidates who pass the initial sift will be progressed to a full sift.

If you do progress to a full sift, you will be provided with one combined overall assessment score for both your employment history and Personal Statement.

Stage 2: Interview

If you’re successful at the sift stage, you’ll be invited to a video interview via Microsoft Teams. During the interview, you’ll be assessed against the experience criteria listed under both the essential criteria and technical skill.

You will be asked to do a 5-minute presentation on the following topic:

What do you see as the challenges to delivering large scale digital services at pace in complex agile environments, involving multiple delivery teams and stakeholders? How have you as a leader addressed them?

The use of visual aids such as PowerPoint is permitted. There will be a further 5 minutes for questions.

Interviews will take place from early to mid-November 2026. Sift and Interview dates to be confirmed.
