About HMRC Legal Group:
Across HMRC Legal Group we provide legal services to the whole of HMRC. This includes:
- The conduct of independent reviews of decisions made by HMRC which are requested by customers under the legislative provisions.
- The conduct of tribunal and civil litigation on a full range of services.
- Work on new legislation.
- Drafting of statutory instruments and other legal documents.
- Legal advice to ExCom and staff.
We also provide technical accountancy and forensic services to HMRC, are head of the Compliance Accountants’ and Insolvency Professions as well as handling Ministerial Correspondence and Freedom of Information requests for HMRC.

- Leadership and Line Management:
- Line manage Senior Operational Managers and Business Support Lead, providing guidance, support, and performance oversight.
- Foster a culture of continuous improvement and engagement within the team.
- Risk Management:
- Lead on risk management processes across the unit.
- Act as risk lead, ensuring robust governance and compliance.
- Oversee management of risk registers across both regimes.
- Performance and Data Management:
- Lead on monitoring and reporting performance against statutory deadlines.
- Develop and implement innovative approaches to exploit data held in the case management system for operational improvements.
- Process Improvement and Governance:
- Drive continuous improvement initiatives to enhance efficiency and effectiveness of IRU processes.
- Oversee proactive publication implementation in line with transparency requirements.
- Engagement and People Strategy:
- Work with the Head of Information Rights & Technical Lead to set the team’s people and engagement strategy and lead on its implementation.
- System Management:
- Oversee eCase governance and operational integrity.
- Training and Development:
- Lead on redaction training and implementation across the unit.
- Support capability building and knowledge sharing within the team.
- Support Technical Lead to identify and deliver training requirements.
- Project Leadership:
- Lead on ad hoc projects and initiatives as required by the Head of Information Rights.
- Team Culture and Change Management:
- Work collaboratively with SLT to establish and build on an inclusive and supportive culture within the new team.
- Work flexibly and collaboratively across the remit of the IRU to ensure the benefits of new ways of working are optimised to support engagement and development of all team members as well as sustainable improvements in performance and quality.
- Essential Criteria
- Proven leadership and line management experience in an Information Rights environment.
- Evidenced ability to deliver operational improvements and manage performance effectively.
- Excellent analytical skills with experience in data reporting and data-driven decision-making.
- Desirable Criteria
- Strong stakeholder engagement and communication skills.
- Experience in case management system management and governance (e.g. eCase).
- Knowledge of FOI, SAR, and Information Rights legislation.
- Experience in process improvement and change management.

Job description
This team specifically deals with:
HMRC’s Information Rights Unit (IRU) oversees the department’s obligations under the Freedom of Information Act (FOIA), the Environmental Information Regulations (EIR) and Data Protection Act Subject Access Requests (SARs).
The Data Protection Act (DPA) 2018 regulates how HMRC processes information relating to individuals. The Act gives individuals the right to request personal information about themselves. This is known as a SAR.
The FOIA gives people a right of access to information held by public authorities. We aim to make the department more open and accountable. We also help the public understand better how we carry out our duties, why we make the decisions we do and how we spend public money.
The EIR operate in a similar way to the FOIA although they relate specifically to official environmental information.
HMRC currently deals with about 3,000 FOIA requests and over 100,000 SARs each year. How we handle them can have a significant impact on the department’s reputation and each has a strict deadline within which to respond.
The IRU manages the departmental process for FOIA requests and SARs and provides advice to business areas across HMRC on handling this correspondence.
About this role:
The Information Rights Operational Lead will provide strategic leadership for the operational delivery of the Information Rights Unit (IRU). They will line manage Senior Operational Managers and the Business Support Lead, whilst working closely with SLT to set direction, ensuring high performance and continuous improvement of processes. The postholder will lead on performance reporting, develop innovative ways to exploit data held in the case management system, and drive process improvements across the unit. They will also work with the Head of Information Rights to set and implement the team’s people and engagement strategy, ensuring a positive and inclusive culture.

Hybrid working at HMRC
HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office.
