Job summary
It is an exciting time for HM Land Registry (HMLR) as we continue on a major transformation programme. HMLR's ambition is to provide digital services, expertise and accessible property information that will unlock a better, faster, and less stressful property market.
HMLR safeguards land and property ownership valued at nearly £9 trillion, enabling over £1.66 trillion worth of personal and commercial lending to be secured against property across England and Wales. Our registers contain more than 27 million titles showing evidence of ownership for more than 90% of the land mass of England and Wales.
As a Delivery & Performance Lead, you will provide visible and inclusive leadership to operational teams, empowering people to deliver excellent customer outcomes. Using performance insight and effective coaching, you will build capability, drive continuous improvement and translate strategic priorities into practical action.

Job description
Main duties:
- Lead and develop high-performing operational teams, creating an inclusive culture where people can deliver their best work.
- Coach and support leaders to build capability, strengthen performance and deliver excellent customer outcomes.
- Drive operational performance, ensuring services meet business objectives, customer needs and service standards.
- Use performance data, insight and customer feedback to identify opportunities, manage risks and improve outcomes.
- Lead continuous improvement activities, embedding change and innovation to enhance productivity, quality and customer experience.
- Work collaboratively with colleagues and senior leaders to translate strategic priorities into effective operational delivery.
Please note this role requires a minimum of 4 days per week. Occasional travel to other HM Land Registry offices will be required, with overnight stays expected where appropriate.
HMLR expect everyone to spend at least 60% of their working time in the office.
Where an individual taking up the responsibility will be based in Swansea Office, the ability to speak Welsh is desirable. This will not be tested in the selection process.

Interviews and pre-prepared presentation
The sift will take place shortly after the closing date. If successful at the shortlisting stage, you will be invited to attend a blended face to face interview and deliver a pre-prepared presentation. The interviews will take place week commencing 5th and 12th October 2026. Further information will be provided to those that are invited to the interview stage.
The blended interview will assess the Essential Experience and the Strengths associated with this role.
