Job summary
The role sits within the UKHSA’s core User-Centred Design (UCD) team, which is part of the Readiness and Surge division. Readiness and Surge works across UKHSA and sets the strategic direction for UKHSA’s readiness to respond to all threats and hazards. We focus on Agency capability, putting external stakeholder and customer needs at the centre of designs for the future. We identify opportunities to improve public health outcomes through better user experiences.
The team are responsible for:
- Embedding UCD approaches into UKHSA ways of working
- UCD expertise in project delivery
- Ensuring user needs are understood and designed for, advocating for all users, to achieve equitable outcomes
- Ensuring our products are accessible and developed to the Government Service Standard and use appropriate style guides and patterns
- Leading the UKHSA-wide UCD community of practice to support organisational and in-profession development

- To be considered for this role, you’ll need:
- Experience of user-centred content design methods, best practice and appropriate tooling to explore problems and opportunities within complex organisations

Job description
As a content designer, you will:
- Lead on the creation and iteration of content for projects
- Ensure content design best practice and principles are applied within your project
- Develop and contribute to content strategies based on research and data, to support service transformation balancing user needs with business, operational and technical requirements
- Use collaborative design tools and techniques to explore problems and opportunities, and create content assets to test and iterate ideas and solutions
- Build relationships and work closely with stakeholders demonstrating the value of user-centred content design within the organisation and beyond
- Advocate for the needs of users to be embedded within your project
- Work with user researchers and designers to discover and analyse insights to identify common themes, pain points and user needs
- Support the review the work of others to ensure it is user focused, accurate, and meets government and NHS style, design standards and accessibility requirements
- Make actionable recommendations based on insights and communicate these to stakeholders clearly and confidently
- Actively contribute to the UKHSA’s community of practice, advocate for content design and support the creation of the right environment and processes to establish the profession within UKHSA
Main duties of the job
- As a content designer, you’ll work as part of a multidisciplinary squad collaborating with teams across UKHSA. Content designers make things easier for people to understand and use. They are practitioners who can take a high-level view of how a user’s content journey maps to government processes.
- They write clear, usable content for transactional and information services and assure the quality of others’ work. They use data and user research to make content decisions.
- The content designer will be responsible for assuring content quality and best practice. Together with other UCD professions, you’ll ensure quality, innovation, and creativity in how we approach all aspects of design and how we bring concepts to life for stakeholders to effect change.
- You’ll embody inclusive behaviours. You’ll have a working knowledge of the importance of inclusive design practices, taking pride in ensuring your design work is representative of a wide range of people and communities.
- You’ll be an active part of the UCD community sharing insights and practices within the community and across the organisation.
- This role is aligned to Government Digital and Data Profession Capability Framework - content designer.

Selection process
This vacancy will be assessed using a competency-based framework which will assess your qualifications, knowledge and experience and / or skills and abilities outlined in the essential criteria.

Stage 2: Interview
Competency Based
You will be invited to a single remote interview.
Knowledge, experience, skills & abilities will be tested at interview.
This will include a 8 minute presentation on your understanding of user-centred design and content design, to help us understand more about you and your skills and experience.
You’ll be expected to have the following technical skills at ‘working’ level:

Location:
This role is being offered as hybrid working based at any of our Core HQs.
We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQs (Birmingham, Leeds, Liverpool, and London).
Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

Reserve List
If more than the required number of suitable candidates pass the interview criteria, you may be kept on a reserve list for 12 months subject to your agreement. You may be contacted, in merit-order, if similar roles with closely matching essential criteria become available and the department choose to appoint from a reserve list.
The panel will assess if candidates meet the requirement of the role first, using a specific benchmark system. Incident Response Activity
From time to time, the role holder may be required to support UKHSA’s incident response activity by contributing their appropriate expertise within an Incident Cell; during such periods, supported by the line manager, this work will take priority over normal day-to-day responsibilities, commensurate with their grade, skills and experience.

For Fixed Term Posts
If you are not currently a civil servant, you will take up the post on a Fixed Term Appointment. You may be able to take this role up as a Secondment. If you are an existing Civil Servant based outside of UKHSA, you will take up the post as a loan, which you will need your department to agree. You cannot take the post up as a fixed term. If you are an existing UKHSA member of staff, you will take up the post as either a level transfer or a temporary promotion as per UKHSA’s pay policy.
Future location
UKHSA is investing in a new state-of-the-art National Biosecurity Centre in Harlow, Essex, which will eventually bring together teams currently based at Canary Wharf, Colindale and Porton Down. For more details, please see: Huge biosecurity centre investment to boost pandemic protection - GOV.UK.
The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available. If you're appointed to a role currently based at Canary Wharf, Colindale or Porton Down, please note that we'll continue investing in these sites for the next decade. As we get closer to the transition, we'll provide full information about relocation support available to staff.
