Job summary
We are Ofwat, the Water Services Regulation Authority, a non-ministerial government department responsible for regulating the water sector in England and Wales.
We have an opportunity for a Company Engagement Principal to join our Company Engagement Team within the Delivery Directorate.
The water sector is entering a new chapter. The government has set out a bold new direction, bringing together expertise from across the sector to deliver better outcomes for customers and the environment. We are collaborating with fellow regulators to respond to recommendations in The Independent Water Commission Report, the Welsh Government’s response to the Green Paper, Shaping the Future of Water Governance in Wales, and the Government’s White Paper, A new vision for water.
Ofwat is working with the government and other regulators to help create a new body for England, bringing together our strengths with those of the Drinking Water Inspectorate, the Environment Agency and Natural England. We are also continuing to work with the Welsh Government to support decisions on the future arrangements for Wales.

- Regulatory understanding (Lead criterion) – Demonstrable experience of working in regulation, public policy or delivery within a complex organisational environment. Understanding of economic regulation, the utilities sector or a comparable regulatory or public sector environment, with the ability to apply that knowledge to support effective regulatory decision-making.
- Stakeholder management and influence – Demonstrable experience of building trusted relationships with senior internal and external stakeholders. Ability to provide constructive challenge while maintaining effective working relationships, influence decisions, and bring colleagues together around shared objectives to achieve successful outcomes.
- Collaboration and coordination – Demonstrable experience of leading complex work involving multiple teams and stakeholders, coordinating activity across organisational boundaries to build consensus, maintain momentum and deliver shared outcomes. Strong relationship-building skills, with the ability to influence others and achieve results without relying on formal authority.
- Communication – Excellent written and verbal communication skills, with experience of producing concise, high-quality briefings, papers and presentations for senior audiences. Ability to communicate complex regulatory, commercial or technical issues clearly, persuasively and in a way that supports informed decision-making.
- Strategic thinking – Demonstrable ability to understand how individual company issues connect to wider regulatory, organisational and sector priorities, bringing together information from multiple sources to develop strategic insight, anticipate emerging risks and opportunities, and identify the implications for regulatory approach.
- Strategic judgement – Demonstrable ability to analyse complex information from multiple sources, exercise sound judgement and reach balanced, evidence-based conclusions. Experience of identifying emerging risks, prioritising issues and recommending proportionate responses, with confidence operating in ambiguous situations where information is incomplete, uncertain or evolving.

Job description
The Company Engagement Team plays a central role in Ofwat's regulation of the water sector by leading and supporting coordinated, consistent, and strategic engagement with water companies. The team also brings together and maintains company insight and knowledge to support informed, aligned, and impactful oversight. As Ofwat continues to evolve its approach to supervision, the team is increasingly supporting more complex cross-organisational coordination and holistic company oversight.
The team:
- provides extensive internal and external stakeholder management activities, with a principle focus on the relationship between Ofwat and water companies;
- leads and supports the execution of strategic engagement between Ofwat and companies;
- brings together intelligence, evidence and insight from across Ofwat, water companies and external stakeholders to identify emerging risks, understand company performance and support informed regulatory decision-making in an increasingly supervisory context.
We are seeking a Principal who combines strategic thinking, sound judgement and excellent stakeholder management skills to both deliver effective coordination of regulatory engagement and support Ofwat's company-specific supervisory activities.
This role would suit someone who enjoys working across organisations, whilst also bringing together complex information, influencing senior stakeholders and helping teams develop a critical understanding of the issues that matter most.
You will be comfortable operating in ambiguity, balancing competing priorities and delivering high-quality work to demanding timescales.
Key deliverables:
In this role you will be expected to:
- Lead Ofwat's day to day engagement with an allocated portfolio of water companies.
- Maintain an up-to-date whole-company understanding of company performance by bringing together intelligence from across Ofwat.
- Deliver effective matrix working across policy teams to support regulatory decision-making.
- Identify, assess and communicate strategic company risks and emerging issues to senior leaders.
- Provide clear, evidence-based advice and recommendations on complex company-specific issues.
- Draft and review high-quality briefings, papers and correspondence.
- Build and maintain collaborative relationships with internal and external stakeholders to support effective delivery.
- Support the continued development of Company Engagement's tools, processes and ways of working.

Sift Stage - Blind Sifting

If the assessment process identifies more appointable candidates than roles available, a reserve list will be created for 12 months from which further appointments in merit order can be made.
'Near-miss' candidates (candidates who have performed well at interview stage but haven’t scored high enough for the advertised Principal band) may be considered (in merit order) for a Senior Associate grade post – a band lower than Principal.
