Job Summary
We are a collaborative team managing around £2bn fleet spend, blending procurement and industry expertise to drive innovation with a focus on excellence and customer service in a fast moving environment.
As a Category Manager, you will work alongside seven colleagues to deliver the day-to-day management of our Framework agreements, with specific focus on the Vehicle Lease and Tyres, Glass & Telematics frameworks. Key initiatives include launching our new Vehicle Lease framework in February 2027 and supporting public sector customers in their transition to electric vehicles, directly contributing to Carbon Net Zero targets and delivering significant value to the nation.
The Fleet Category provides commercial solutions for use across the public sector for the acquisition of vehicles and related fleet products and services. We work closely with industry stakeholders to ensure that GCA delivers the optimum solutions in these fast changing markets.
Collectively, the team focus on:
- the procurement and management of GCA Fleet frameworks
- providing support to Buyers
- supplier relationship and contract management
- stakeholder management across central government and the wider public sector

- Experience of working in a commercial environment, demonstrating commercial acumen in order to secure the best commercial outcomes for both customers and suppliers
- Experience of contract management with a track record of managing performance, driving value, and delivering excellent customer satisfaction
- Experience of providing complex advice and guidance relating to a range of commercial solutions and the appropriate procurement options and processes to enable customers to successfully complete a compliant procurement activity
- Ability to manage your own workload. You will need to be able to work at pace, problem solve and manage competing priorities in order to deliver an effective and compliant output to customers and internal/external stakeholders
- An understanding of the Fleet industry landscape

Job description
Key Accountabilities:
- Managing the Commercial Arrangements through their lifecycle, including using initiative to drive value for current and new customers, implementing plans to improve service quality, and retaining and growing Fleet Category spend
- Acting as a primary contact for customer queries, sharing market insight and the appropriate advice and guidance on the solutions the Fleet Category offer, with a specific focus on the Vehicle Lease and the Tyres, Glass and Telematics commercial agreements.
- Providing advice and guidance to customers on how to compliantly access Fleet solutions through the frameworks we offer, including options for direct award, further competitions and using the Fleet Portal as a digital solution.
- Delivering effective supplier management by acting as the primary contact for supplier queries, ensuring compliance with framework terms and GCA SRM policy, developing strategies to support supplier growth, conducting supplier reviews in order to maintain and improve performance, and gathering market intelligence.
- Managing and delivering compliant and timely procurement activity to meet key GCA milestones, including pre-market engagement and the development of tender documentation (such as specifications, award criteria, and pricing models)
- Analysing management information and data to support the effective management of our commercial agreements and to identify initiatives and opportunities that could deliver value
- Liaising with stakeholders and customers at a variety of levels to present and promote our strategies and commercial agreements
- Working collaboratively across the Fleet Team and with other GCA internal stakeholders, using market and customer intelligence to inform and influence internal decision making
- Representing GCA at stakeholder forums and events, including the delivery of presentations and providing sound and creative commercial advice on GCA routes to market
- Supporting the Commercial Lead in the development of creative and innovative market leading commercial strategies and future commercial solutions, with the aim of offering exceptional service and value for money based on customer and market insight.
