About the role...

The Evaluation Analyst role is part of an ambitious team of 17 economists, researchers, market analysts, and geospatial experts, delivering high quality research and analysis to help the agency deliver social and economic impact.

Playing a crucial part in supporting this wider analytical function, the role will be focused on embedding evaluation research within Homes England decision making and strategy development, including through:

  • Supporting the delivery of complex evaluations, taking ownership of delegated tasks and supporting project managers to deliver outputs to meet Agency, including National Housing Bank, and government needs.
  • Building effective working relationships with delivery teams and other analysts, enabling engagement, cooperation and shared ownership of evaluation outcomes.
  • Programme managing evaluation processes, ensuring robust methodologies, quality assurance and compliance with analytical standards.
  • Providing project support to the evaluation managers on the commissioning, procurement and management of external research contracts, ensuring value for money and high quality outputs.

What they’re looking for

  • About you…
  • You'll be resilient and used to "spinning several plates" at once with demonstrable experience of working across teams and managing internal and external stakeholders in a collaborative, inclusive way.
  • You'll be interested in regeneration and housing and ambitious in delivering high quality research and analysis, and in particular evaluation, that can help the agency to deliver real impact for the housing market and communities we serve.
  • You'll be comfortable working on a range of projects as well as helping the team to implement our varied and exciting evaluation programme - all to ensure the agency's decision making is based on robust evidence and delivers maximum value for money for society.
  • Existing knowledge of the housing sector is desirable, but we are looking for transferable research and analytical skills and a real desire to help find new innovative ways to improve our service to Homes England colleagues and wider stakeholders.

Job description

  • Identifying evidence gaps and evaluation challenges, applying analytical judgement to resolve complex methodological or data issues.
  • Continuously improving the Agency’s Evaluation Programme, refining tools, methods and approaches to increase impact and efficiency.
  • Translating complex evaluation findings into clear, concise insights through reports, briefings and presentations.
  • Collaborate across the Agency and with external partners, including other Government departments and consultants, to deliver shared objectives

The role will support the wider team to complete their outputs to the highest standard, working collaboratively and supportively across the wider Research, Economics and Geospatial (REG) function, as a critical friend to strategic research and analysis.
