Job summary

DBS was established under the Protection of Freedoms Act 2012 on 1 December 2012, working from two sites, which are Liverpool and Darlington. We operate on behalf of government delivering Disclosure functions in England, Wales, Jersey, Guernsey and the Isle of Man, and Barring functions for England, Wales, and Northern Ireland. We function within a framework of legal and regulatory requirements and that includes work with a range of external organisations including other government departments, regulators, and trade bodies.

We provide a service that enables organisations in the public, private and voluntary sectors to make better informed, safer recruitment and other decisions. We do this by providing information to enable them to determine whether individuals are unsuitable or unable to undertake certain work, particularly with occupations involving regular contact with vulnerable groups, including children.

  • Essential Criteria
  • Demonstrable working knowledge of end-to-end operational processes, including the flow of information between internal teams, systems, and external stakeholders.
  • Demonstrable experience of using CRM and/or case management systems to manage customer interactions, casework, or operational processes.

Job description

Job Purpose

To lead a fundamental review of how Disclosure Operations use and retain Disclosure information with full consideration of the risks and opportunities presented by our approach. The role to include:

  • Liaison and engagement with a range of colleagues/stakeholders across the DBS to explore options, using influencing skills to enlist the support of colleagues in the case for change.
  • Exploration of technical options/solutions that may be applied to achieve efficiencies in data retention and archive solutions
  • Consideration of the implications and risks for safeguarding and for our customers in relation to a range of options for data retention periods.
  • Evaluation of the contrasting approach to the use / disclosure information across all areas of Disclosure operations and the different application types considering costs of external parties eg: fingerprints
  • Work with Information Asset Owners re: retention of ‘off- system’ data and its use within Disclosure
  • Writing and presentation of reports to the directorate management team and SLT / ADG or Board (if required) with clearly articulated recommendations regarding our approach to using and retaining information.
  • Development and monitoring of action plans and ensuring that agreed changes are delivered in a timely fashion.
  • Work as part of the project with our Suppliers, advising of our strategy and defining requirements for the technical solution within R0 & R1
  • This role will also Lead the Operational area on Data Migration project for LTER (Legacy Technology Estate Replacement)
  • They need to review all the data held on internal systems and map this data to New Systems as and when they are onboarded ensuring all data is mapped and accessible for the Operational Requirements
  • Need to ensure what is going in the archive/Data Store is mapped correctly and can be accessible to the business in a seamless view and can be pulled back into the new systems for processing
  • Liaise with all areas of the business on the Data Migration to ensure all data that is held is migrated, not just operational areas eg: MIS
  • QA documentation and mapping so this can be used for Testing and authorising the retention to be applied or moved to the archive system
  • Encourage a culture of continuous improvement
